Paul all of a sudden changes the subject and seemingly out of nowhere he starts talking about the importance of joy in the Lord — which is a recurring theme in the Epistle to the Philippians. Perhaps the reason why he pulls out this topic so randomly and why it is not connected to anything else is an important message in and of itself, because that is precisely the point: our joy in the Lord should be independent of everything else. Then Paul goes on right away and gets upset a bit about the Pharisaic Jews calling them dogs who would force the newly converted gentiles to get circumcised and then he explains who the "truly circumcised" are.
